UKRAINIAN CABINET TO CUT SPENDING. Ukrainian Finance Minister Ihor Mityukov said on 3 August that the cabinet has drawn up a draft presidential decree on reducing government spending in 1998 , Interfax reported. The minister added that the decree, which has been sent to President Leonid Kuchma for signing, will address only expenditures and will leave revenues for discussion in the parliament. He refused to provide figures. The spending cuts are seen as a move to adopt a more frugal budget following Ukraine's agreement with the IMF on a $2.2 billion loan (see "RFE/RL Newsline," 3 August 1998). JM
