KUCHMA'S RIVALS APPEAL TO COUNCIL OF EUROPE OVER ELECTIONS. Presidential hopefuls Yevhen Marchuk, Oleksandr Moroz, Volodymyr Oliynyk, and Oleksandr Tkachenko have asked the Council of Europe's Parliamentary Assembly to monitor the campaign for the 31 October presidential election in Ukraine. The four said they believe it is necessary to send observers in early October to "make it possible to conduct the final stage of the election campaign on the principles of lawfulness," UNIAN reported on 14 September. They also accused the government of illegally suspending the regular radio broadcast of parliamentary sessions in order to restrict the media access of President Leonid Kuchma's top rivals, who are all lawmakers.
